Professional competence is one of the variables that determine the personality of the administrative leader, which determines the extent of his contribution to achieving the objectives set by the organization or institution. The research focuses on the study and knowledge of the obstacles that prevent the achievement of professional competence among senior administrative leaders and ways of addressing them, and stems from the importance of low level of professional competence and performance of tasks and responsibilities placed on the top administrative leadership in the country.
study also reached a set of results that are considered obstacles to the achievement of professional competence among the senior administrative leaders in the administrative system, including the impact on the job situation, where the traditional employee suffers from many psychological pressures and burdens. It has also developed a range of degrading treatment methods to raise the level of competence of this category of leaders, such as choosing the quality of education.
